Repeat Offender Arrested For 2nd Time in a Week

Officers arrested a man for the second time in less than a week after a caller reported someone lying on the sidewalk across from the Subway restaurant on Gallia.  

Police took Johnny Blizzard into custody on charges of disorderly conduct.  

Blizzard was arrested back on August 7th on charges of theft and possessing drug paraphernalia but released with a pre-trial date set for August 21.  

This is the 40-year-old homeless man’s 5th arrest this year and 16th visit to the Scioto County Jail.  

So far this year, Blizzard has been charged with theft, disorderly conduct, and possessing drug abuse instruments.  

Other arrests include probation violation, criminal trespass, parole violation, contempt of court, and felonious assault.  

Blizzard is part of a growing population of homeless repeat offenders who cycle through the system repeatedly. State guidelines forbid judges from keeping such offenders in jail pending trial unless they commit a violent crime, however, once they are released, the cycle of catch and release continues.
