Repeat Offender Refuses Sobriety Test After Passing Out Behind Wheel In Portsmouth Traffic

Portsmouth Police arrested a man who passed out behind the wheel of a vehicle on 11th Street after he refused a sobriety test. 

Officers responded to a call of a man passed out behind the wheel of a maroon Chevy Cruise in the middle of the roadway around 6 pm. 

The man then took off from the intersection, but police caught up to him near Tim Horton’s. He refused sobriety tests. Officers took him into custody, arranged to have the vehicle towed, and notified the owner of the vehicle. 

They arrested 32-year-old Carlos Loren Womack for DUI and failure to comply with a police officer. This made Womack’s 16th arrest. Previous charges include multiple incidents of probation violation, aggravated trafficking, burglary, drug possession, possession of criminal tools, weapons under a disability, obstructing justice, OVI, and aggravated robbery.

Womack was released on his own recognizance the next day.
