David Thoroughman, Sheriff of Scioto County, stated that the New Boston Police Department contacted him regarding a juvenile rape complaint on Thursday, March 10, 2022. Detective Sergeant Jodi Conkel, from the Scioto County Sheriff’s Office’s Special Victims Unit, conducted the investigation at the New Boston Police Department.
During the interview with the 13-year-old victim, Detective Sergeant Conkel was able to find out what happened. Marcus Alexander Legg, 19, was located at the Stanton Ave address by Detective Sgt. Conkel. The Scioto County Sheriff’s Office interviewed Legg after he was detained for questioning. BCI will analyze the evidence collected from the crime scene.
The charges against Legg were (2) counts of Rape, a felony of the 1st degree, and (1) count of Unlawful Sexual Conduct, a felony of the 4th degree. On Friday, March 11th, at 8 am, Legg will appear in Portsmouth Municipal Court. The Scioto County Jail is currently housing him with a bond of $205,000. The Scioto County Grand Jury will likely hear additional charges at some point in the future.
Sheriff David Thoroughman stated that the quick arrest was due to the New Boston Police Department and the Scioto County Sheriff’s Office working together with the Scioto County Prosecutor’s Office Special Victims Crime Unit.

The Scioto County Grand Jury has indicted Legg for 3 Counts Rape, Unlawful Sexual Conduct with a Minor, and Gross Sexual Imposition.
