Officers responded to West Portsmouth after a 15th Street resident reported a shirtless man outside screaming nonsense and going through people’s yards.

The caller said the man had a scar on his stomach that indicated he should be wearing a colostomy bag.
Multiple deputies headed to the neighborhood and quickly located the man. They sent for an ambulance, and medics transported the man to the hospital.
