Harding Avenue residents reported a bizarre scene just after 12:30 am. They said a woman wearing a trash bag was pushing a bicycle down the street and yelling at herself. Portsmouth Police Officers searched the area but weren’t able to find the woman.
Around 9 am, witnesses reported a barefoot woman standing at 2nd and Washington Streets yelling at people. Officers said the woman appeared to be mentally ill. They checked to see if she had any probation holders, but the court said she was clear. Officers said they would keep an eye on her.
At 4:430 pm, employees at the Minford IGA reported an apparently high woman in the parking lot behaving erratically. They said she had two small children with her. However, she left before officers arrived at the store.
At 5 pm, witnesses reported a woman sitting in the street outside Portsmouth Eagles screaming. When officers responded, they found a woman they were familiar with who suffered from mental health issues. Police advised her to go home.
