Sister: Deputy Fired Over Jail Death

Karen Skaggs, the sister of a man who died from injuries suffered at the Scioto County Jail, told SCDN that a deputy has been fired in connection with the incident.

Unexplained Death

Skaggs’s brother, Kevin Bailey, was arrested on May 24. He was injured on May 26. At the time, a Scioto County Sheriff’s Office spokesman said the injuries happened when Bailey fell into an open door while running away from guards. According to Skaggs, Bailey suffered a fractured skull and six broken ribs. He was removed from life support on June 1 after doctors said he would not recover.

Multiple sources inside the jail later claimed that Bailey was assaulted by guards after he got mouthy. According to Skaggs, she was told that he was thrown into the floor and then kicked while he was down.

The Ohio Attorney General opened an investigation into Kevin’s death.

Sister Gets Answers

For the second time in two weeks, Karen Skaggs and her supporters marched to the Scioto County Jail to demand justice for her brother. This time, she said Sheriff Marty Donini invited member of their group in to speak with him. Skaggs was overwhelmed at the idea of entering the place where her brother died, so she sent in a representative.

She shared with me what that representative was told during the meeting.

Governor Mike DeWine called for changes in state law yesterday. Under his new rules, all deaths in custody will be referred to the state for investigation and independent prosecution.

So far there has been no official statement from the Sheriff’s Office or the Prosecutor on the status of the case.
