Witnesses contacted Portsmouth Police just before 5 pm to report that a blonde woman with hospital bands on her wrists was acting as if she were on drugs.

When officers caught up with the woman, they said she seemed mentally altered, possibly from previous drug use. A friend on the scene said he would give her a ride home to Wheelersburg.

Officers were called back to Argonne Road later in the evening for a report of a woman standing in the road chanting to cars. Police took Faith Wright-Johnson into custody for disorderly conduct.

Officers responded to another report of a woman on drugs at 7:45 pm. Callers said the woman was wandering around York Park.

When officers arrived on the scene, they said the woman did not seem to be intoxicated, but they did see signs she was severely mentally ill. She told police she was headed to Campbell Avenue, and they let her go on her way.
