Strange Behavior on the Streets

Portsmouth Police dealt with multiple reports of strange behavior on city streets. Around 4:45 am, witnesses reported a man wearing a tan coat causing a disturbance in the 1600 block of Gallia Street. By the time officers arrived, he’d left the area.

About an hour later, witnesses reported seeing the same man again just down the block. Officers weren’t able to find the man until about half an hour later. They said he seemed to be having a psychiatric episode related to recent drug use. The man was afraid and wanted help because he couldn’t remember anything. Officers called for an ambulance, and medics transported the man to the hospital.

An employee at the Post Office called 911 at 1 am to report multiple people were camping in the lobby. When officers arrived on the scene, they spoke to the campers. They reminded them that the city has both a homeless shelter and warming stations available and that they should consider utilizing them.

Employees of a local counseling facility called police to report a woman had left the facility suffering from a mental health crisis. Dispatch said they could hear the woman screaming in the background. Officers located the woman two blocks away. Police called for medics, and they transported her to the hospital.
