The Ohio juvenile detention agency director announced that several employees had been disciplined following an investigation into the death of an incarcerated teen, including two guards who failed to notify medical staff immediately when the teen was unresponsive in his cell.

In addition, another guard was disciplined for sleeping on the job and not conducting security rounds, even though those lapses were not directly linked to the death of the youth. In addition, two operations managers and a nursing supervisor were disciplined.

Late last year, a fourth guard who was sleeping on duty on the morning the teen was found dead at the Circleville Juvenile Correctional Facility resigned rather than face disciplinary action, DYS director Ryan Gies said.

Guards who did not immediately alert medical staff were disciplined with five-day suspensions without pay. Some employees received “working suspensions,” which reflect serious infractions. These suspensions remain on a person’s permanent record.

Although a thorough investigation did not conclude anything our staff did or did not do led to this young man’s death, the lapses in our policies and procedures that I just described are simply unacceptable,” Gies said.
