An alleged phone thief made a move that made it easy for his victim to find the phone and police to identify him.
It all started when a man called the police at 10:45 a.m. to report that someone had stolen his phone from his home. However, he was able to track the phone to the EcoATM at Kroger, which allowed people to sell their smartphones.
The company sent a worker to their kiosk at the store, and they confirmed they had the phone and would return it to him.
Officers located the suspect in aisle nine at the store and took him into custody on a theft charge.
Police booked Delbert Ray Ratliff into the Scioto County Jail.
This was his 13th trip to the jail. Previous arrests include drug trafficking, drug possession, failure to appear, possession of criminal tools, theft, driving under a suspended license, theft from the elderly, misuse of credit cards, and DUI.
