Officers responded to a report of suspicious activity at Kent and Ritchie Streets at 7:30 am.
Police took Kristina Rister into custody for the 13th time, and she was immediately released per the court.
Previous arrests include multiple counts of theft, burglary, failure to appear, probation violation, and drug possession.
