Portsmouth Police and Child Protective Services workers headed to a Waller Street Apartment just after 5 pm to speak to a woman.

It sounds like officers had to force the door to get it, but they eventually took her into custody on a child endangerment charge.
One officer stayed at the scene while the Portsmouth Metropolitan Housing Authority secured the door to the apartment, and another took Samantha Decker to the Scioto County Jail and booked her on a child endangerment charge.
