Passed Out on the Esplanade

An officer spoke to the woman and determined she seemed to have some mental health issues. However, she refused offers of assistance and left the property.
Around 11 am, police received a report of a woman lying partially in the flower bed on the Esplanade. When officers arrived on the scene, they discovered it was the same woman they had dealt with earlier.
They advised her to sit on a park bench instead of napping in the flower bed.
