A passerby revived a driver with Narcan after she passed out behind the wheel and hit something on the side of the road at Robinson and Clay Avenues in Portsmouth.
When officers responded to the scene at 3:30 pm, Mindy Grooms refused to take any type of field sobriety test. She later changed her mind.
Officers arranged to have the woman’s vehicle towed and took her into custody on charges of driving under the influence. This was her 16th arrest. Grooms has a long history of arrests including an arrest in New Boson last February for driving on a suspended license, nine arrests for probation violation, three additional arrests for driving on a suspended license, and theft.
