Just after 8 am, a customer service rep from Spectrum Cable asked officers to do a welfare check on a Portsmouth customer.
They said the woman called them because her power was out, and she was screaming into the phone that she was going to commit suicide. The worker said the woman had made similar threats in the past when there was an issue with her cable.

Officers responded to the scene where the woman told them she was upset about her TV not working but not planning to harm herself.
