20-year-old Man Arrested For Domestic Violence,  Released Without Bail

Portsmouth Police arrested a 20-year-old man for domestic violence, but he didn’t spend much time in custody.

Just after 3 am on Thursday, a woman contacted police to report her boyfriend had chased her through town, followed her home, and was not outside her house and wouldn’t leave.

Officers caught up with the man in a vehicle in the 1700 block of Waller and took Thomas Dickey into custody for domestic violence. Officers processed the arrest and booked him. He was immediately released without bond per the court. 

The state requires local courts to use the least restrictive method of supervising arrested individuals. Since the man in question didn’t have any previous adult arrests in Scioto County, the standard is to release him without bail.
