CPS removed three kids from what police call “deplorable” conditions after a noise complaint uncovered a dangerous situation on Sunday. That’s only one of many tense situations that kept Portsmouth Officers busy all day and night. Get Him Out Of His Driveway
Just after midnight, a man reported a vehicle sitting in the driveway of two empty houses. He said people were in the vehicle and he didn’t know what they were doing.
When police arrived, they found a man sitting in a vehicle of his own driveway who said he thought the neighbor was just mad at him.
Police called back to make sure they had the right car. The neighbor admitted that the person sometimes lived there but he thought it was strange that the guy was parked in the middle of the shared driveway. Police pointed out that this wasn’t the caller’s driveway. He’s just a neighbor.
Officers said he became very upset that police wouldn’t do anything about the man sitting in his own driveway. He allegedly became upset and said it was “a waste of time” and “typical” of Portsmouth police.
Banging On Doors
A Robinson Avenue resident reported people banging on doors and windows just after 1 am.
She was able to identify the subjects from photos. Officers checked the area for suspects and took a report.

Family Feud
A 12th Street woman called police at 1:38 am to report her brother was threatening her. She said he forced her to stay in the bathroom and threatened to hurt her if she some out.
Both parties live at the residence. They were advised to leave each other alone and file domestic violence charged if things get physical.
Hey, That’s My Stuff
Speedway employees reported to women shoplifters just before 2 am. Police caught up with them a few minutes later. One of them had a warrant from New Boston. Officers issued summonses to both women.
A man called police claiming that someone named Goldie stole cleaning supplies and hot dogs from his home. He said that he didn’t see anything on her when she left. However, he couldn’t find his hot dogs and cleaning supplies, so he knew she took them.
False Alarm
- Just before 2:30 am, police answered a fire alarm at the Goodwill on Robinson Avenue. Everything appeared to be fine.
- One minute later, an alarm sounded at a Park Avenue residence. It was accidentally set off.
- Officers responded to an alarm at the Calvary Baptist Church at 12:53 pm. Everything appeared to be okay. However, lights were left on in the church van.
- PPD received a report of a residential alarm on Orchard Street at 6:13 pm. The alarm company called to cancel.
- A burglar alarm went off at a Waller Street Home just after 6 pm. All windows and doors were secure.
- The alarm sounded again at the same home just before 10 pm. The alarm company said a door was breached but everything looked secure. Police believe the alarm may be malfunctioning.
False Then Real Alarm
A false fire alarm at a Royce Street rehab facility let to a real accident. The first alarm went off at 11:47 pm. The facility notified police that it was a false alarm.
Four minutes later they needed an ambulance. A woman fell from her bed during the false alarm and cut her head.
Suspicious Persons
At 4:28 am, a caller reported a man and woman walking up Poplar carrying stuff and looking into yards. They were gone when police arrived.
Help Me Out
A sunrise Avenue resident said a woman knocked on their door just before 6 am and asked them to call 911. She claimed her husband beat her up. Police advised them to open the door and took the report.
Shots Fired?
Just before 7 am, a woman told New Boston police she heard gunshots inside a Gallia Street residence. Portsmouth officers checked it out and ran into the woman, who was there to pick up her dog. She asked if they had heard anything. Police didn’t find any problem.
Under the Influence
- A caller reported a man boxing the air and acting high on Royce Street at 7:30 pm. When Police checked it out, he said he was in pain and needed an ambulance. He also had several warrants. Officers accompanied him to the hospital. When he was finished with treatment, they took him to jail.
- Police answered an overdose call at 7:40 am on Gallia Street. They weren’t sure it was an overdose, but the man was transported to the hospital
- An apparently high man was spotted running around the Hill View Retirement Center parking lot without a shirt just before 11 am. When officers spoke to him, he said he lived nearby and was walking home.
- Police responded to a report of a woman overdosing at 17th Street apartment at 11:14 am. She was issued a summons for another matter.
- Officers responded to a report of a man lying on the sidewalk on 7th Street at 5:16 pm. It turned out he had warrants. Police issued a summons.
Back To The ER With You
A caller spotted a man sitting in the grass near the old Morton’s Drugs just after 2 pm. He had a bandage on his neck.
Police discovered he had warrants through New Boston and the Scioto County Sheriff’s Office. But first, they had to transport him back to the ER on the advice of a nurse.
Man in The Culvert
A man inside the culverts behind JNH Construction brought police to 10th Street just before 4 pm. Police had previously advised the man to stay off the property. He got his things together and left.
Dog Attack
A Wayne Avenue man called police just before 4 pm to report a dog attack. He said the neighbor’s dog attacked his dog and nearly bit his toddler daughter. Police took information for a report.
Dad Denied
Police tried to assist a dad who wanted to pick up his children just after 6 pm. Officers accompanied him to the mother’s home but she refused to hand them over, even though she admitted it was the father’s weekend.
She told police she had to take the children to the doctor. The father said he would take them. The mother still refused to allow him to take the children. Officers advised him to contact an attorney and file for contempt of court.

Bloody Clothes
A Mabert Road caller reported bloody clothes in the alley just after 6:30 pm. Police think they might be connected to a crime from last week. They impounded the clothing.
Suspicious Person
A caller reported a shirtless man screaming at people out in front of Wendy’s on Gallia street just before 8 pm. Police advised him to move along.
Cranky Customer
A customer at the Buffalo Wild Wings threw beer on his girlfriend and left the restaurant without paying just after 8 pm.
Police tracked him down and took him back to the restaurant to pay his bill. New Boston Police served the girlfriend with a warrant.
Litterbugs
Police responded to the Young Street Overpass just before 11 pm for a report of a man being threatened by a woman.
She was upset that he was being messy and purposely throwing trash down for her to clean up. She threw water on him in protest.
Police suggested he clean up after himself.

Children Taken By CPS in Middle of Night
CPS removed three children being from a Mound Street home in the middle of the night after a noise complained uncovered shocking conditions.
Police responded to reports of screaming and noise coming from a home at 11:37 pm. When officers arrived they spoke with the man and woman involved. The pair claimed the argument never got physical. However, the man ripped a door off the hinges during the argument.
Police said there were three children at the home and the house was in deplorable condition. They contacted CPS and a caseworker arrived just after 1:30 am. CPS took the children into custody.
