Local agencies teamed up to come to the aid of a mom and baby in a dangerous living situation.
A caseworker contacted officers just before 9 am to report one of her clients had texted her to say her boyfriend had just pulled a knife on her.
When police arrived on the scene, they took Russell Luther into custody for making a domestic threat. Officers also contacted CPS and Portsmouth Code Enforcement due to the conditions in the home. Both CPS and Code Enforcement arrived at the scene within minutes of being called.
Police said CPS provided assistance in finding a better place for the mother and child to live and put her in touch with a domestic violence shelter.
Russel Luther was booked into the Scioto County Jail for making a domestic threat. This was his 27th arrest. Previous arrests included charges for breaking and entering, failure to appear, receiving stolen property, parole violation, assault, robbery, probation violation, and contempt.
Luther was released on his own recognizance the next day.
