Scioto County Adopts pro-Second Amendment Resolution

The Scioto County Commissioners voted unanimously in favor of a resolution to support the Second Amendment. Scioto County joins many other communities across the county in becoming ‘Second Amendment Sanctuaries.’ These communities resolve not to uphold any laws passed by the state or federal government that they believe interfere with the Second Amendment right to keep and bear arms.

Commissioner Bryan Davis said, that like many resolutions, this one came from a member of the public. But unlike resolutions honoring citizens or in support of a charity, this one required some legal research.

Davis said he sent the full text to the county’s attorney who came up with wording that would be in line with the Ohio Revised Code. Davis read the resolution and then opened the floor for comment from the public, asking each speaker to please keep the comments to one minute.

In contrast to the lively debate at a similar meeting in Greenup County earlier this week, only one member of the public chose to speak before the vote. David Thoroughman, who is running for Scioto County Sheriff, expressed his support for the resolution, saying that as both a veteran and law enforcement officer that he had sworn to uphold the constitution.

Commissioner Cathy Coleman made the motion to adopt.

Commissioner Mike Crabtree said he, “eagerly seconded.”

I spoke with Portsmouth Mayor Kevin E. Johnson who had this reaction to the resolution:

“Speaking for myself only, I fully support our Second Amendment and applaud our County Commissioners for adopting this resolution.”

All three commissioners voted in favor of the motion.

Whereas the board of commissioners of Scioto County took an oath to uphold the constitution of the United States of America and the constitution of the State of Ohio, whereas the Board of Commissioners of Scioto County, Ohio oppose any restriction on the citizens of Scioto County Ohio’s Second Amendment right guaranteed by the Constitution of the United States of America and whereas the Board of Commissioners wish to resolve to protect the right to bear arms in Scioto county Ohio even if state and federal laws are passed restricting ownership or possession, now, therefore, be it resolved :

Section 1

The Board of Commissioners of Scioto County, Ohio are committed to uphold the Second Amendment in order to preserve for the citizens of Scioto County, Ohio their rights guaranteed by the Constitution of the United States of America.

 

Section 2

The Board of Commissioners of Scioto County, Ohio intend to uphold the Second Amendment rights of the citizens of Scioto County, Ohio

 

Section 3

The board of commissioners of Scioto County, Ohio oppose any infringement on the rights of law-abiding citizens of Scioto County Ohio to keep and bear arms.

 

Section 4

The board of commissioners of Scioto County, Ohio are committed to upholding the rights, freedoms, and liberties guaranteed by the constitution of the united states of America and the constitution of the state of Ohio.
