Witnesses called Portsmouth Police at 1 pm to report some suspicious activity at the corner of 14th and Kinney Street. The caller said a man had urinated in public on the corner and was now talking to himself.

When officers spoke to the man, they said he claimed to be fine. They said he didn’t appear to be under the influence, though they thought he had mental health issues. He told them he was on his way to work.
Officers had him pick up his belongings and move along.
