After finding explicit sexual images on a Carter County cellular device involving juveniles, the Kentucky State Police (KSP) launched an investigation.
Reports of the incident were received at KSP Post 14 on Friday, July 7, 2023. A search warrant was obtained for the device, and its contents were thoroughly analyzed on July 10, 2023. It was discovered that there were multiple videos showing child sexual abuse.
There is evidence that the phone in question belongs to Johnny J. Tolliver, a 36-year-old man. Mr. Tolliver was already being held in the Carter County Detention Center for unrelated charges when an arrest warrant was issued for him.
He now faces a series of 50 charges, including counts of using a minor under 16 in a sex performance, sexual abuse in the first degree with victims under 12, possession of sexually explicit material involving minors under 12, and additional counts of sexual abuse.
If convicted on all counts, he could face a sentence of more than 70 years in prison. Detective Sam Lawson is currently leading the ongoing investigation into this troubling case.
