Court: South Webster Sex Offender Failed to Register

The Scioto County grand jury returned an indictment against a South Webster man accused of failing to verify his address as required.

Randall Murray Rainer, 28, of South Webster, was indicted on one count of failure to verify address, a third-degree felony.

According to the indictment, Rainer is accused of failing to verify his current residence, school, higher education, or employment address between May 1, 2025, and June 15, 2026, in Scioto County.

The charge is tied to a prior juvenile court case out of Monroe County.

Court records cited in the indictment say Rainer was convicted in 2015 in Monroe County Juvenile Court of gross sexual imposition involving a victim under 13.

Because of that prior offense, prosecutors say Rainer was required to comply with address verification rules.

The Scioto County Common Pleas Court issued a warrant for Rainer’s arrest and scheduled an arraignment for Aug. 26.

Address verification requirements are meant to allow law enforcement to keep track of where registered offenders are living, working, or attending school. When someone fails to verify, authorities treat it as a serious offense because it can make supervision and public notification harder.

An indictment means the grand jury found enough evidence for the case to move forward. It is not a finding of guilt.

The charge is an allegation. Rainer is presumed innocent unless proven guilty in court.
