What started as one call for help turned into a double arrest after a violent altercation between a man and woman in Wheelersburg ended with both behind bars.
🚔 A Flurry of 911 Calls
Just after the first call came in, a Wheelersburg woman phoned 911 to report that she’d been assaulted by a man driving a green Ford Expedition. She even gave dispatchers his license plate as he headed toward Portsmouth.
Moments later, dispatchers started getting multiple calls about a woman screaming for help in the same area.
With things heating up fast, Scioto County Sheriff’s Deputies requested backup from Portsmouth Police’s Sciotoville unit to help track down the suspect.
⚖️ He Said, She Said — and Both in Handcuffs
Portsmouth officers quickly caught up with the man, who turned out to be injured himself. He told police the woman had attacked him.
Deputies also found the woman nearby and called for an ambulance to check her injuries.
After sorting through the story, officers determined both had been involved in the fight and took them into custody.
👉 Arrested:
- Ishmael Bakarr, charged with Domestic Violence
- Kelsi Justice, charged with Domestic Violence
Both were booked into the Scioto County Jail.
⚖️ Courtroom Aftermath
The next morning, Justice appeared in Portsmouth Municipal Court and was released on her own recognizance after a mutual protection order was issued to keep the two apart. She’s due back in court December 15.
Bakarr also appeared before a judge, received a matching protection order, and was released pending trial the same day.
