Police Revive Man at the Four Keys

Officers responded to the Four Keys Inn just before 1 am for a report of an overdose. 

Police found the man barely breathing and administered Narcan. The man claimed he did not take drugs and refused further medical attention from Portsmouth Fire Department medics. 

Man Transported to Hospital After Overdose on 5th Street

Police checked out a report of a suspicious man stumbling around 5th Street just before 8 am. 

When police caught up with the man, he threatened to harm himself. Officers sent for an ambulance, and the man began to actively overdose in the back of the squad. Medics transported him to the hospital. 

Around 2 pm, a caller reported that a man had overdosed at the Woodbine Apartments. Medics revived the man with two doses of Narcan.

Shoplifter Busted at CVS

Officers took a woman into custody after a report of a shoplifter at CVS pm 11th Street. 

Police detained Jessica Kester, 39, for theft, possession of drug paraphernalia, and probation violation. 

Kester was arrested twice in 2021, once for driving under the influence and possession of drugs and for domestic violence. She was convicted of OVI late last year and ordered to complete a driver intervention program and sentenced to 15 days in jail, with 12 of those days suspended. 

Kester also has a long history of appearing in court for traffic offenses. 

Tweaker Spotted Behind High School

Just before 7 am, a caller reported a man “tweaking pretty bad” behind the high school. 

When officers arrived on the scene, they said the man seemed to be okay, but they did advise him to stay on the sidewalk. 

Suspicious Man Spotted on School Grounds

A passerby spotted a suspicious man on the front stairs of Vern Riffe School just before 1 pm. The caller said the man appeared to be high. 

Police caught up with the man across the street from Portsmouth Ambulance. Officers took him into custody for disorderly conduct. It was his 15th arrest.
