A man racked up his fifth arrest in nine days, and two little girls were reported missing in the middle of the night. We break down the Portsmouth Police Chief’s Daily Briefing.
Man Arrested 5 Times in 9 Days
Officers responded to a dispute between homeless individuals at the Post Office just before 11 pm. A woman claimed a man took cigarettes belonging to her and another man.
An officer was able to facilitate the return of the cigarettes and resolve the issue.
However, about an hour later, the woman called back to say the man threatened her again and stole cigarettes. Officers took the man into custody.
Man Tries to Push Way into Vinton Avenue Home
A Vinton Avenue resident reported a man on her porch who attempted to push in her door at 11:05 pm.
When officers arrived at the scene they discovered an open warrant for the parolee. Officers took him into custody. It was his fifth arrest in the past nine days. All of the arrests are for criminal trespass and disorderly conduct.
Four hours later, officers received a report of the same woman standing on the steps of the Scioto County Courthouse with several racks of clothing, screaming for cigarettes. Officers caught up with her at the Post Office. She said she hadn’t left the Post Officer or asked anyone for cigarettes for at least an hour.
Living Out of His Car
At 11:30 pm, a caller reported a suspicious vehicle parked on River Road. The caller said the vehicle appeared to be wrecked and there was a man inside.
When officers spoke to the man, he explained he was homeless and living in the vehicle. He said the car was already in bad condition when he purchased it. Officers advised him to move the vehicle.
Under the Influence
Just before 2 am, officers responded to Kendall Avenue after a caller requested an ambulance. Dispatch heard yelling in the background and someone talking about bleeding.
Friends of the victim advised police the woman and a male companion were drinking, and she lost her balance and fell down four steps. There was no assault.

Woman Reports Girls Missing at 3 am
A woman contacted officers at 3 am to say she woke up in her Robinson Avenue apartment and discovered her 8-year-old daughter and 12-year-old niece were missing. She said the lights were on and the front door was unlocked.
The woman said she checked the area and was unable to locate them.
When officers arrived on the scene they discovered the 8-year-old asleep in a bed. Another officer contacted the parents of the 12-year-old. They said his daughter called home just before midnight to say she was hungry, so they picked her up, took her for food, and brought her home.
Officers also found that child asleep in her bed.
