Lucasville Grandma Claims Neighbor Shot at Grandchildren 

A Lucasville grandma contacted the Scioto County Sheriff’s Office at 3:30 pm to report her neighbor had shot at her grandchildren.  

She said the incident started when their puppy ran into the neighbor’s yard. She said when she went to speak to the neighbor, the neighbor cussed her out.  

Officers responded to the scene to talk to both parties.  

Passed Out at the Wheel 

Officers investigated multiple reports of individuals passed out behind the wheel of vehicles. At 2:20 am, callers reported a man passed out in a red Dodge Dakota at a pump at the Marathon gas station on Center Street.  

When deputies responded to the scene, the man explained he’d passed out due to exhaustion after caring night and day for his dying mother.  

First responders determined the man was fine, and he allowed police to search his truck. They advised him to go home and get some rest.  

Three hours later, witnesses reported a man passed out behind the wheel of a Dodge Dart at North Jackson and McDonald Street.  

The doors were locked, and he would not respond, so officers were forced to break the glass. He refused medical care, but OSP took him into custody for a sobriety test.  

Officers arranged for his parents to pick up his vehicle.  

Parolee Arrested for 27th Time 

A man with a long history of arrests landed back behind bars early Monday morning after a report of suspicious persons near Little Caesar’s Pizza on Gallia.  

Officer took Richard Howard, 46, into custody for parole violation. This was his 27th arrest. Howard is currently on parole for the illegal manufacturing of drugs.  

He was arrested back on March 21 for parole violation and four times last year for the same charge. Since his 2020 release on parole, Howard has been arrested for violating the terms of his parole eight times. 

Previous arrests include illegal manufacture of drugs, endangering children, gross abuse of a corpse, trafficking, burglary, domestic violence, and sexual imposition.
