A late-night report of a suspicious man peering into car windows sent Portsmouth Police to the Highland Avenue and McConnell Avenue area just before 10 p.m., following recent vehicle thefts in the neighborhood.
🚓 Officers Search — and Spot Their Guy
At first, officers found no one.
But ten minutes later, a man matching the caller’s description was spotted near 17th and Franklin.
Police detained him, ran his information, and discovered he had an open warrant out of Franklin County.
But here’s the twist:
Franklin County didn’t want to extradite him over the charge — meaning Portsmouth Police had no legal grounds to hold him.
So after documenting the stop, officers sent him on his way.
