Gary Jenkins, age 22, of Portsmouth, will be sworn in as the Scioto County Recorder this Saturday, January 4th, at noon. The ceremony will take place in the Scioto County Courthouse rotunda, located at 602 7th St, Portsmouth, OH 45662.
