A man on parole for theft is back behind bars after a report of a fight on Ritchie Street.
Just before 8 am, witnesses reported several neighbors arguing and said a man had locked himself in a house. One officer followed up at a Careys Run address while others checked the area around Offnere and Jackson.
Police discovered a man wanted for parole violation and took Robert Kenard into custody. Kenard was paroled on theft charges back in January of 2020, but arrested in June of that year for possession of criminal tools, parole violation, and defrauding creditors. He was arrested again in November of 2020 for probation violation, drug abuse, and parole violation.
A December 2021 arrest for probation and parole violation landed him in jail for more than a year before he was released in April of this year.
Police booked him into the Scioto County Jail once again. This time, there was no bail set.
