Parolee Busted for 19th Time After Report of Suspicious Person

Portsmouth Police arrested a parolee with a long history of visits to the Scioto County Jail after witnesses reported a suspicious man on a bike in the 2000 block of Charles Street at 11:30 pm. 

Officers stopped Justin Everman at Charles and Broadway, where they learned the 37-year-old man had an open warrant for parole violation. 

Police booked him into the Scioto County Jail for the 19th time on three charges of drug possession and one count of parole violation. 

The state released Everman on parole in July of last year. Previous arrests include failure to appear, criminal damaging, petty theft, felonious assault, probation violation, criminal damaging, domestic violence, receiving stolen property, falsification, obstructing official business, heroin trafficking, telecommunication fraud, contempt, violating a protection order, disorderly conduct, and driving under the influence.
