Last week, Portsmouth Police asked for help in locating 46-year-old Paul Meadows, who failed to show up in court for a hearing related to violating a protection order.
On Monday afternoon, a caller spotted Meadows riding a bicycle on Gallia Street. Officers caught up with Meadows and took him into custody.
Meadows has been arrested at least 32 times, including multiple cases of violating protection orders, failure to appear, contempt, drug abuse, breaking and entering, and probation violation.
