Portsmouth Man Indicted for Kidnapping and Strangulation

The Portsmouth man whose bad behavior over New Year’s Weekend resulted in 9 police calls in a week was indicted by the Scioto County Grand Jury on charges of kidnapping, strangulation, and domestic violence during its latest session. If you’ll recall Back on January 1, officers responded to a 3rd Street home for a report involving an altercation between Chase Whitt, 23, and his girlfriend right before 1 am. By the time officers arrived, he’d left the scene, and police were unable to locate him. At 2 am, a caller reported Whitt was yelling at someone in the yard of that home, but he left before police arrived. At 7 am, a caller said Whitt had returned and was attempting to get into the home to get to his girlfriend. He was in the home when officers arrived but got out the basement window before they got to him. Police were unable to find him. At 11 am, Whitt returned to the home and caused another disturbance. Once again, he was gone before the police left. A few minutes later, an officer thought he spotted Whitt behind a nearby home, but he left before the officer could catch up with him. Whitt returned to the area at 1 pm and witnesses said he was yelling outside a home once again. However, he left before police arrived. At 3 am, a witness said Whitt hit his car at the Fast Stop Market and then followed him, and a few minutes later, callers said Whitt was causing a disturbance at a Robinson Street home. However, he fled on foot when police arrived and they couldn’t find him. On January 3rd, he returned to the 3rd Street home and was spotted yelling in the yard. But he left before the police arrived. At 3 am on the 4th, witnesses reported Whitt trying to get into a Campbell Avenue apartment. However, he was gone by the time officers arrived. Officers finally caught up with Whitt the following Saturday afternoon. They took him into custody for strangulation, kidnapping, domestic violence, criminal damaging, failure to appear, and obstructing official business. Whitt was arrested back in October for drug abuse and possession of criminal tools and again in November for attempted burglary and drug charges. And in December for criminal damaging. Police also issued multiple traffic citations, including driving without a license, driving with no plate, and driving with a fictitious registration. He also has a prior arrest for persistent disorderly conduct.
