PPD Investigates Kidnap Attempt

Portsmouth Officers investigated an alleged kidnap attempt and the heartbreaking story of a teen who ran away from home because he just couldn’t take his parents’ arguing anymore. We’ve also got a burrito bandit and a case of possible animal abuse. I’ll break down the highlights of Sunday and Monday’s police log on the next 11 slides.

Acting Out

Sunday

  • Police were called to Waller Street just before 2 am on Sunday for a report of a man acting crazy and running around a parking lot. He was transported to SOMC. It also turned out he had a warrant in Franklin County.
  • Just after 3 pm, police were called to Campbell Avenue for a report of a man screaming at himself. He apparently took heroin and another drug. The Portsmouth Fire Department took him to the hospital

Monday

  • A woman called police at 1:31 am to complain that her adult son was running around her 17th Street apartment making threats. Police took him to the Scioto County Jail.
  • At 11:46, police were called to 11th Street where a man and woman were fighting. The woman said the man swung a shovel at her and threw rocks.
  • Officers were called to 9th Street at 3 pm for a report of a couple fighting. It turned out the woman was just having a panic attack.

Meanwhile at Speedway

Sunday

At 3 am, police were called to Speedway on Gallia for a report of items stolen from the store. They took a report.

Monday

At 10:16, police were called to Speedway for a report of a man passed out in a vehicle. Officers issued a citation and towed the car.

ODs & Drugs

Sunday

  • Police were summoned to the Royal Inn on Kendall Avenue for a report of a man overdosing. He was gone by the time help arrived.
  • At 4:10 pm, police responded to a report of a woman passed out on the shelves at the Family Dollar on 11th Street. She refused treatment. Officers took her home to New Boston.
  • Police were called to Robinson Avenue at 6 pm for a report of a man overdosing. He was taken to SOMC.
  • At 11:23 pm, police were called to the Rally’s for a report of a woman overdosing at the walk-up window. When police arrived she refused medical treatment.

Monday

Just before 1 pm, officers were called to Kroger. A witness said 2 adult males were smoking dope in the front seat of a car with two kids in the back.  When officers arrived, they observed the two guys playing phone games. No sign of drugs. The kids were in safety seats.

Keep Your Distance

Sunday

At 11 am, officers were summoned to Pat’s Café on 2nd Street.

There were seven people at the bar being served by the bartender in violation of Ohio’s rules for social distance in bars.

Officers report that customers were drinking Busch beer.  They were advised of the rules.

Leave Please

Sunday

  • Police were called to a 17th Street Apartment just after 12:30 pm. Two days previously a woman had reported that her boyfriend broke in by climbing through a window. He was in the apartment when they arrived, but this time, he had permission to be inside.
  • A man called officers at 2:30 pm to report someone staying in his vacant rental property. The man staying there insisted he’s allowed to stay. Police advised the owner to contact his attorney and file for eviction.

Monday

  • At 4 am, officers were called to the Four Keys Inn. A man said there were people in his room who weren’t supposed to be there.  Police say the parties involved agreed to work out their disagreement with a monetary transaction. As a bonus, they also found someone with a warrant. Officers issued a summons.
  • Just after 10 am, police were called to Woodland Avenue for a report of a man who was in a house without permission. Officers found that the man had a warrant through ODRC. They took him back to jail.

Where’s My Stuff

Sunday

At 12:40 pm, officers were called to 8th Street for a report of a stolen battery charger. Police found a man with a battery charger on 7th Street. Turns out that wasn’t the missing battery charger. The suspect said he found it in a field.

Monday

  • Police were called to Kent Street at 8 am for a report of a stolen bar stool
  • At 9 am, a man called to report that a woman took two guns and a weed eater from his Ritchie Street home. One was a Ruger 9 mm.
  • Ten minutes later they got a call from a 17th Street apartment for a report of a stolen iPhone. They checked a nearby apartment and received consent to search. No phone was found.
  • At 10:12, police were called to Vinton Avenue. A resident came home to find their apartment was broken into while they were away.

Child In Danger?

Sunday

Police were called to Wayne Avenue at 5:37 pm for a report of a woman beating a child. When they arrived, they saw no sign of abuse. Turns out a child had been in trouble with grandma for unplugging a cable.

Enough Of The Fighting, Already

Sunday

  • A teen who was tired of his parents fighting decided to take off just at 11:53 pm.
  • His mom called to report that he’d run away from home and might be headed to New Boston.
  • However, just a few minutes later, officers got a call from the Lawrence County Sheriff’s Office that the boy had been brought in by a woman who wanted to report child abuse.
  • Police went to pick him up and bring him back. The boy said he wasn’t being abused but he was distressed by his parents arguing. When he tries to intervene, it just makes it worse.
  • Police advised him to try to ignore them but if he feels it may become dangerous, he should call 9-1-1. They also told him he could contract CPS and speak to a caseworker about his living conditions.

Burrito Bandit

Monday

  • Police were called to Hot Head Burritos at 3 pm for a report of an employee stealing food.
  • Over the past four months, the suspect scanned a loyalty card for every customer order she took.
  • She built up points and cashed them in for food.
  • $178 worth of food was taken.

Attempted Kidnapping

Monday

  • At 5:42 pm, police received a report of an attempted kidnapping in the area of Offnere Street.
  • A woman says a black truck approached her and a man got out of the passenger seat and grabbed her around the waist.
  • He was described as a white male with a reddish-brown beard wearing a hat.
  • She said a woman drove by in a silver car and yelled at the man to let her go. He released her and the suspects drove away.
  • She spoke to the woman who helped her. The lady offered to call police but she’s had bad experiences with police and didn’t want them called.
  • The victim then ran to a friend’s home and decided to call the police.
  • The officer told her they were glad she called and would be checking cameras in the area for leads.

Dog In Danger?

Monday

  • Officers were called to Stewart Avenue just before 8 pm for a report of animal neglect.
  • The caller said a dog was tied up in the back yard and choking on a chain.
  • Police say the dog had food and water. A woman watching the animal said the owner was on the way to adjust the chain.
  • Officers say Animal Control will follow up.
