Not long after midnight, a caller reported someone with a flashlight hanging around a boarded-up yellow house near 6th and Lincoln.
Officers discovered several individuals on the scene and advised them to leave. Officers discovered the place was pretty trashed up and called Portsmouth City Service to pick up the garbage left behind.
Just after 8 am, a City Service Department worker contacted police to report a blue car parked on the ramp at Doyle Landing. The worker said there was garbage all around the vehicle and someone appeared to be living in it.

Officers spoke to the people in the vehicle, who said they would clean it all up and leave the area.
