Repeat Offenders Indicted For Skipping Court  

Multiple repeat offenders, who were let out of jail on their own recognizance, were indicted by the Scioto County Grand Jury for failing to appear in court.  

Michal Lyn Campbell, 35, is no stranger to the court system. She’s been booked into the Scioto County Jail 20 times.   

Among the charges, escape, convening prohibited items into a jail,  multiple counts of probation violation, possession of meth, possession of drug abuse instruments, petty theft, illegal manufacture of drugs, multiple counts of failure to appear, OVI, and theft.  

Also indicted for failing to appear after being released on his own recognizance was Corey Wilburn, 31. The Portsmouth man was arrested back in December of 2022 for theft and receiving stolen property and released without bail.  

Wilburn has been arrested 8 times on charges including telecommunication fraud, escape, probation violation, possession of drug abuse instruments, petty theft, parole violation, and theft by deception.  

Roy Cook, 51, of Sciotoville, also faces charges of failing to appear. Cook has been arrested 41 times. Previous charges include possession of drugs, multiple probation violations, drug abuse, multiple failures to appear, contempt, criminal trespass, drug possession, breaking and entering, and petty theft.  

Also facing indictment is 62-year-old Rebecca Jones. She’s charged with two counts of theft.  

 John Parker, 40, of Dayton, was indicted for felonious assault and domestic violence. Parker was arrested on contempt of domestic court and felonious assault back in February but released after 4 days.  

His previous arrests include contempt and domestic violence, as well as disorderly conduct, drug possession, and criminal trespass.
