Just after 7 p.m., officers responded to a report of a man in camo coveralls and a cowboy hat shoplifting at the BP on Gallia Street.
Officers detained Ned Shepherd and served a no-trespass order before taking him into custody on charges of theft.
Shepherd is currently on parole for theft charges.
This was his 22nd visit to the Scioto County Jail. Previous charges include violating his parole multiple times, having a weapon while on parole, DUI, probation violation, failure to comply, resisting arrest, domestic threats, burglary, and failure to wear his seatbelt.
