Officers responded to a report of a possible break-in at the home of a man currently sitting in the Scioto County Jail.
A neighbor told police he heard people arguing in Rusty Rule’s home. However, Rule is currently in jail charged with the hit-and-run death of Richard Moon.

When officers investigated, a man told them he’d been Rule’s roommate since January. Police said they weren’t sure how many people were in the house as the resident did not permit them to enter.
Police said if the owner wanted the people out of the house, they would need to start eviction proceedings.
