A concerned citizen contacted police when they observed a woman who appeared to be in distress walking westbound on 12th Street.
According to the report, she was “staggering near the road” at the intersection of 12th and Offnere.
Police located her at the intersection of 12th and Union 8 minutes later.
It appeared that the woman was under the influence of some kind of substance.

35-year-old Jamie Howard was arrested and charged with felony possession of drugs as well as possession of drug abuse instruments and disorderly conduct.
In the past, Howard has been arrested five times for charges such as child endangerment, theft, breaking and entering, and receiving stolen property.
