A caller reported some semi-nude suspicious activity at the EZ Stop on 11th Street.
The witness said there was a woman at the store playing loud music and dancing on a milk crate. She claimed the woman put her bare chest on someone’s car window.
Portsmouth Police responded to the scene about an hour after the call came in to speak with the woman and employees of the business.
The employee said the dancing woman is a customer, and they have no problem with her being on the property.
Officers spoke to the woman about the complaint, and she denied any improper activity.
In Ohio, it is not illegal to be topless. However, there are several other crimes that can be associated with toplessness in public. Typically, the person can be charged with disorderly conduct or auxiliary charges like public intoxication.
