A West Portsmouth couple is behind bars after Scioto County Sheriff’s Deputies discovered children living in shocking conditions during a welfare check.
Authorities, along with Scioto County Children Services, responded to a tip about kids living in unsafe conditions, only to find a disturbing scene. Things were so bad that deputies immediately called for an ambulance and the county dog warden.
When officers arrived, they found not just children in unsafe conditions—but also multiple animals, including dogs, a pig, and even a duck! Heartbreakingly, witnesses say the children assisted law enforcement by helping to load their own beloved pets into the dog warden’s vehicles before being taken into protective custody by CPS workers.
Meanwhile, Timothy and Faith McKinney were hauled off to jail, facing child endangerment charges.
Adding to the controversy, a neighbor recently accused Timothy McKinney of attacking his dog—though his arrest was not connected to that case.
