Folks asleep at the wheel are a common problem in Portsmouth and there’s no sign of the issue letting up. Officers responded to a report of a woman hanging halfway out of a vehicle on 20th Street just after 4 p.m.

Police took Melissa Smith into custody and booked her on charges of possessing drug abuse instruments and drug paraphernalia, and arranged to have her vehicle towed.
This was the 13th visit to the Scioto County Jail for Smith. Previous charges include disorderly conduct, failure to appear, probation violation, criminal trespass, petty theft, and assault.
