Just after 8:30 pm on Friday, 911 dispatched 2 PPD officers to the parking lot of the Portsmouth Kroger. The caller said that 2 people were passed out in a small black car. The caller said they would point out the vehicle to the officers when they arrived.
The occupants of the vehicle were spoken to by police. They discovered that neither female in the car had a valid driver’s license.
Officers then searched the vehicle.
The occupants were identified as Davina Arthur and Jennifer Mercer.
Davina Arthur has 37 previous arrests. Previoius charges include possession of meth, aggravated menacing, mulipte thefts,multiple DUI’s, drug abuse and paraphernalia charge, disorderly conduct, providing false information, and several probation violations.
Jennifer Mercer of Ashland has also visited the Scioto County Jail on previous occasions. Her prior charges include being a Fugitive from Justice in Boyd County, 2 charges of theft, and a probation violation.
