A female inmate at the Scioto County Jail informed the jailer that she had been raped prior to her arrest (on unrelated charges). The female told Police that the rape occurred the previous night on Scioto Trail.
According to the daily Chief’s Briefing, we receive from the Portsmouth Police Department, officers went to the jail and interviewed the alleged victim. From that point, an investigation of the claims went into full force.
Sources tell SCDN that Detectives obtained the clothing worn by the female that was located in a separate location. The Detectives interviewed multiple people and gathered physical evidence.
The very next day, Detectives had compiled enough evidence to obtain an arrest warrant. Travis Grier, 40, was arrested and charged with rape. He is being held on a $100,000 bond.
The charge is 2907.02A1a under the Ohio Revised Code. This charge reads:
“No person shall engage in sexual conduct with another who is not the spouse of the offender or who is the spouse of the offender but is living separate and apart from the offender when any of the following applies:
(a) For the purpose of preventing resistance, the offender substantially impairs the other person’s judgment or control by administering any drug, intoxicant, or controlled substance to the other person surreptitiously or by force, threat of force, or deception.”
At this point, the female, 26, is still in the Scioto County Jail. She is in the same facility as her accused rapist.
SCDN has asked if there have been any extra measures made to ensure that the two individuals have no contact. We have been told that nothing other than normal protocol is in place, at this time.
We are told that the female did not levy the charges against Grier in return for a reduced charge. Her charges were unrelated and would not be impacted by any accusations or information that she may provide.

As we continue to work on this story, we have been made aware that the female has received several threats in the jail. It seems her name was given on another social media platform. As an ethical practice, news media does not release the names of potential victims of sexual crimes.
Within the last hour, there has been a request made on her behalf to transport her to a different jail for her safety. This young woman is not contesting the reasons why she is currently in jail. She just wants to serve her time in a safe environment.
