On October 28, 2022, at 4:32 pm, Scioto County Sheriff David Thoroughman received a call from a female who stated that a male subject at 67 Cave Lick Road, West Portsmouth would not let her mother leave. She reported that her father had a gun.
On arrival, deputies found the male subject fleeing into the residence. As he retreated into his residence, the subject drew a revolver and threatened to shoot the deputies. Deputies and supervisors responded, negotiating with the suspect for about four (4) hours.
Sheriff Thoroughman requested SWAT assistance from the Portsmouth Police Department. Portsmouth Police, Scioto County Sheriff’s Office, and Portsmouth Fire Department personnel make up the SWAT Team.
They tried to get the suspect to put down the gun and come outside. The SWAT team forced entry after negotiations failed. The suspect, Mark Anthony Hall, age 51, was taken into custody around 12:24 a.m. He was taken to Southern Ohio Medical Center with a self-inflicted gunshot wound to the chest. He was transferred to Grant Medical Center in Columbus, Ohio.
Grand Jury proceedings will be handled by the Scioto County Prosecutor’s Office.
The Sheriff extended his appreciation to the Portsmouth Police Department and the Portsmouth Fire Department Tactical Medics for their assistance.
