Ohio has released its latest school report cards, and several Scioto County school systems turned in strong results.
Among traditional public school districts, Wheelersburg Local and Bloom-Vernon Local tied for the top overall rating in the county with 4.5 stars each.
The Scioto County Career Technical Center also deserves a place near the top of the conversation. Ohio grades career technical districts on a different report card, so its scores are not directly comparable to the traditional district overall ratings. Still, its results were among the strongest in the county.
The career technical district earned:
- 4 stars for Achievement
- 5 stars for Career and Post-Secondary Readiness
- 5 stars for Graduation Rate
- 4 stars for Post-Program Outcomes
- 100% of federal indicators met
That makes the career center one of the county’s standout performers, even though it is measured differently.
For traditional school districts, Ohio uses a 1-to-5-star system. Three stars means a district meets state standards.
Wheelersburg: 4.5 Stars
Wheelersburg turned in the strongest all-around component scores among Scioto County’s traditional districts.
The district earned:
- 4 stars for Achievement
- 4 stars for Progress
- 5 stars for Gap Closing
- 5 stars for Graduation
- 4 stars for Early Literacy
- 4 stars for College, Career, Workforce and Military Readiness
There really is no glaring weak spot on Wheelersburg’s report card.
The district exceeded state standards in academic achievement and student growth and significantly exceeded standards in both closing educational gaps and graduation rates.
Wheelersburg also exceeded state standards in early literacy and in preparing students for life after high school.
Bloom-Vernon: 4.5 Stars
Bloom-Vernon Local, which serves the South Webster area, also earned 4.5 stars overall.
Its scores were:
- 4 stars for Achievement
- 4 stars for Progress
- 5 stars for Gap Closing
- 4 stars for Graduation
- 4 stars for Early Literacy
- 3 stars for College, Career, Workforce and Military Readiness
Bloom-Vernon’s biggest strength was Gap Closing, where it earned the maximum 5 stars.
It also exceeded state standards in Achievement, Progress, Graduation and Early Literacy.
Its lowest component was post-high-school readiness, but even there the district earned 3 stars, meaning it met state standards.
Northwest: 4 Stars
Northwest Local was the only other traditional Scioto County district to earn at least 4 stars overall.
Northwest earned:
- 3 stars for Achievement
- 4 stars for Progress
- 2 stars for Gap Closing
- 5 stars for Graduation
- 2 stars for Early Literacy
- 3 stars for Readiness
Northwest’s report card is more uneven than the two districts above it.
The district earned a perfect 5 stars in Graduation and 4 stars in Progress, showing strong student growth.
But it earned only 2 stars in Gap Closing and Early Literacy.
That means students overall are making good progress and graduating at a high rate, while the district still has work to do in closing achievement gaps and improving reading in the early grades.
Clay, Green and Valley: 3.5 Stars
Three districts landed just behind Northwest with 3.5 stars overall: Clay, Green and Valley.
Green Local
Green earned:
- 3 stars for Achievement
- 3 stars for Progress
- 4 stars for Gap Closing
- 5 stars for Graduation
- 2 stars for Early Literacy
- 4 stars for College, Career, Workforce and Military Readiness
Green’s strongest areas were Graduation and Readiness.
The district also exceeded state standards in closing educational gaps.
Its weak spot was Early Literacy, where it earned 2 stars.
Clay Local
Clay also earned 3.5 stars overall.
Its scores were:
- 3 stars for Achievement
- 3 stars for Progress
- 4 stars for Gap Closing
- 5 stars for Graduation
- 2 stars for Early Literacy
- 1 star for College, Career, Workforce and Military Readiness
Clay did well in Graduation and Gap Closing, but its 1-star readiness score stands out.
That means the district significantly needs support in preparing students for college, careers, workforce opportunities and military pathways after graduation.
Valley Local
Valley earned:
- 3 stars for Achievement
- 2 stars for Progress
- 3 stars for Gap Closing
- 5 stars for Graduation
- 3 stars for Early Literacy
- 3 stars for Readiness
Valley’s strongest area was Graduation, where it earned 5 stars.
The district met state standards in Achievement, Gap Closing, Early Literacy and Readiness.
Its biggest weakness was Progress, where the state found significant evidence that students fell short of growth expectations.

Sciotoville Community School, which is a community school rather than a traditional school district, earned 2 stars overall.
The Scioto County Career Technical Planning District uses a different state report card, but its scores were strong enough to deserve a separate shoutout near the top of the county’s results: 4 stars in Achievement, 5 stars in Career and Post-Secondary Readiness, 5 stars in Graduation Rate and 4 stars in Post-Program Outcomes, while meeting all nine federal indicators.
The biggest takeaway from the top of the county is pretty clear.
Wheelersburg and Bloom-Vernon led the traditional districts, while the Scioto County Career Technical Planning District also turned in an impressive report card under its separate career-tech system.
Northwest followed close behind, and several other districts showed major strengths in graduation and closing educational gaps, even when their overall ratings were lower.
