Portsmouth first responders faced back-to-back emergencies that tested their speed, skill, and professionalism — and they rose to the challenge.
🚴♂️ Man Found Bleeding in Street — OD or Bike Crash?
Just after 2:20 p.m., concerned residents on High Street called 911 to report a man bleeding in the roadway. Witnesses believed the incident may have been the result of a bicycle accident, but the situation quickly took a turn.
When Portsmouth EMS arrived, they suspected a possible overdose and administered Narcan and CPR in an attempt to revive the man. Officers said they weren’t sure whether the medical emergency was due to drug use, injury, or a combination of both.
The victim was rushed to the hospital, and officers impounded the bicycle for safekeeping as part of the ongoing investigation.
Tragedy at Woodbine Apartments
While medics were still assisting on High Street, another emergency call came in at 2:30 p.m. — this time from the Woodbine Apartments, where a possible deceased person was reported.
Portsmouth Police quickly arrived, secured the scene, and notified both the Police Chief and Deputy Chief. The Scioto County Coroner was called to the scene, and the Portsmouth Fire Department assisted in the respectful removal of the deceased. The body was released to a local funeral home.

- Don’t move the person unless they’re in danger (like from traffic).
- If trained, administer Narcan for suspected opioid overdoses.
- Stay on the scene and provide any information you can to dispatchers.
