Lawn and garden care seems to be at the root of a racially-charged dispute between a former Portsmouth Police Chief and his next-door neighbor. I’ve got the latest developments in that ongoing feud, plus a mattress in flames and a couple of guys who got so wasted they couldn’t find their cars.

Not Welcome
Officers responded to the Hudson House just after 2 am. A man who’d been barred from the building was there. Turned out New Boston Police also had a warrant for him. He was issued a summons for trespassing.
Dude, Where’s My Car?
Just after 5 am, officers received a report of a man attempting to get into a car on Gallia Street. He said he was still trying to sober up and not sure what had happened earlier in the night. The police called him a taxi home and had the car towed.
ODs and Drugs
- Police were called to 3rd Street at 5:49 am for a report of a woman overdosing. She refused transport to the hospital.
- At 11:18 am, police were called to the Royal Inn on Kendall for a report of an overdose. The victim was gone when officers arrived.
- Just before 4 pm, a caller reported someone dropped an apparently high man off on 17th Street. The man was darting in and out of traffic. He fell and hit his head. The man was taken to SOMC.
- At 7:13 pm, officers responded to a report of a woman having a seizure in an alley on Gallia Street. She had overdosed but refused transport.
- Just before 4 am on Monday morning, police got a report of a man overdosing in a car at the Royal Inn. He refused treatment.
Waving A Gun
Just before 7 am, officers received a report of a tattooed man with no shirt waving a gun in a 6th Street Alley.
Dude, Where’s My Car: Part 2
- At 10 am, officers received a report of two women and man fighting in a blue car. The Ohio State Patrol, Sheriff’s Office, and New Boston PD were notified to be on the lookout.
- The car finally turned up on SSU property.
- When the police found the owner, he said he went out drinking and woke up in a hotel.
- He’s not sure how he got there.
Former Chief Accused of Threats
- A neighbor has accused a former Portsmouth Police Chief of making threats against him. We told you earlier that former PPD Chief Chuck Horner called officers to his home to complain about harassment from a neighbor.
- On Sunday, that neighbor called the police. He claimed Horner used a racial slur during an argument.
- The argument started when he said that Horner purposely blew law debris onto his vehicle. He demanded that Horner pay for a car wash. That’s when he said Horner called him a slur.
- Additionally, the man claims Horner has threatened to ‘make his life a living hell’ if he doesn’t put his house up for sale by June 1.
- The man said Horner has installed security cameras that face his property and he feels as if he is under surveillance. He claimed Horner has damaged his bushed and placed a decorative car on top of his car.
- He accused Horner of being a corrupt cop. The root of the disagreement between the men seems to be that he believes Horner damaged his bushes by cutting them where they grow under the fence.
- Officers advised the neighbor on the process of obtaining a restraining order.
Missing Chairs, Flaming Mattress
Just after noon, officers responded to a report of chairs stolen from a Gallia Street home. The caller said a woman was harassing her and wouldn’t leave her alone. She also said the woman sat a mattress on fire.
She requested that police tell the woman to stay away. An hour later, officers returned to the same address for a report of a mattress on fire.
