Dumpster Divers Block Poplar Street
Portsmouth Police Officers responded to a report of an unusual traffic obstruction on Poplar Street at 7:19 am.
A caller said several people were digging through a dumpster and had scattered clothes all over the road to the point where motorists could not get past them.
When officers arrived at the scene, they learned the resident of a home in the 1700 block was giving away clothes and that the dumpster did not match up to city ordinance requiring a dumpster in the road to have reflective markings.
Officers advised all involved.
