A late-night traffic stop on the Scioto Trail ended with two men taken into custody—one on an outstanding warrant and the other accused of driving with more than twice the legal blood-alcohol limit.
Portsmouth police stopped the vehicle shortly after 11 p.m. and had the driver perform field sobriety tests.
Officers then took the driver into custody and called for a tow truck.
While checking the passenger, police learned he had an open warrant and detained him as well.
Police booked Bryan Conley into the Scioto County Jail on a failure-to-appear warrant.
The driver, Hayden Moore, was charged with OVI after police reported a blood-alcohol level of .183. Ohio’s legal limit for most adult drivers is .08, making the reported result more than twice the legal limit.
Moore appeared in Portsmouth Municipal Court and was released on his own recognizance, meaning he did not have to post a cash bond. He is scheduled to return to court on Aug. 24.
Previous Alcohol-Related Case
This is not Moore’s first alcohol-related arrest involving a vehicle.
In 2022, he was arrested on charges of using weapons while intoxicated and having physical control of a vehicle while under the influence.
Moore later pleaded no contest to the physical-control charge. The court imposed a suspended jail sentence and ordered him to complete community service.
The new OVI charge is an allegation. Moore is presumed innocent unless proven guilty in court.
