A child called 9-1-1 just before 1 pm to say he found a white powder he believed to be drugs and feared his mother was abusing drugs.
Recent call history to 9-1-1 showed the child had argued frequently with his mother, and he was considered unruly.
When police arrived at the Otway home, he showed them a plate covered in white powder and a bag he said contained drugs. Officers said they felt they had no legal right to look in the bag.
When they spoke to the mother she refused to let them search the bag and claimed the white powder was sugar from a brownie.
After speaking to the officer, she admitted she had a drug problem and said she was going to check into rehab and asked the officer to throw the bag away. The officer disposed of the bag.
